[Qgis-tr] Turn off similar locale translation fill up

BTW, I can deactivate it. But wanted to be sure that you agree with it.

Also,can I delete the resources of the QGIS Desktop project that should no
longer be translated (non-ltr or non-stable versions) so that it doesn't
confuse translators
Following the same logic, can I archive old QGIS Docs projects.

According to documentation this actions will not affect the translation
memory.
