[Qgis-tr] 3.28 docs fully published and available for translation

Hi Jörn,

Sorry for the late reply.
The strings should now appear translated on Transifex. I had to activate
the Translation memory [0] (I thought it was already enabled) and trigger
an update of the resources [1].
