 Subj. Try to save data into folder with cyrillic symbols (for example,
 "Каталог") and get an error:

 Export to vector file failed.
 Error: creation of data source failed (OGR
 error:sqlite3_open(C:/personal/geo/�������/data.sqlite) failed: unable to
 open database file)
 }}}

 Shapefiles saves without any problem.
