 Steps to reproduce:

  1. Turn on Rendering Caching
  2. Load a WMS-C layer
  3. navigate on it
  4. Turn off Rendering Caching
  5. Close QGIS
  6. on WMS-C server, try to change the raster for that WMS-C layer
  7. open QGIS, load the same WMS-C layer
  8. you still see the old layer (with Rendering caching turned off)

 I discovered that the old WMS-C layer is stored locally on

   .qgis/Cache/http

 so QGIS loads it everytime!
