I tried right clicking a layer and then choosing Save As. Under Format I chose Keyhole Markup Language (kml) and added file name. </div><div id="yui_3_16_0_ym19_1_1518898556717_35609" dir="ltr">Changed nothing else. Result was a Save error:</div><div style="margin-top: 0px; margin-bottom: 0px;" id="yui_3_16_0_ym19_1_1518898556717_39179">Export to vector file failed.</div><div id="yui_3_16_0_ym19_1_1518898556717_35609" dir="ltr">

Converted files to static KML file, which did open in GoogleEarth, but gave blank, black view. Clicking on Google Maps showed the file did give the proper location. Boundaries failed to display.
