QGIS will try more possible GISBASE in this order:
1. GISBASE enviroment variable
2. GISBASE location specified as parameter to configure
3. QGIS asks user to specify GISBASE path and if it is valid
    it is stored in QGIS settings for next sessions.

That means you dont need to set GISBASE enviroment variable
but you can use it to overwrite 2. or 3.
