As far as I may judge it, the icon is definitly not in the toolbar. I
tested with other plugins (i.e 'add delimited text' and 'zoom to point')
and it is the same behaviour. They appear only after a restart of qgis.

Btw. I'working with the 1.1.0-unstable (r10482)
