I agree with you on that...
Are you sure about the original shapefile projection? Does it have an 
attached *.prj file? If yes, then you should be able to run ogr2ogr 
*without* specifying the -s_srs.

I can't find in the EPSG database any projection with your parameters. 
Is it some special CRS?
