[Qgis-user] Installing qgis via osgeo4w: "...can't find "jpeg12_osgeo.dll"

A friend is probably running against a known problem/ bug (?) [1][2].

He is running Vista, tries to (re-)install QGIS, after cleaning
everything, using the osgeow installer ([3] from [4]). Nevertheless, he
is greeted by a message "...unable to find jpeg12_osgeo.dll" or similar.

Question: are there specific things to do besides uninstalling/ erasing
the respective folders, in order to accomplish a "clean" install?
