Qgis 1.4 have entered Debian recently, specially in Squeeze. But too 
late to enter in Ubuntu Lucid because of the freeze. If you really want 
to sync qgis in ubuntu from debian you must follow the special request 
sync feature (look in ubuntu wiki-request sync after freeze).
