[Qgis-user] File -> Project Properties... -> General -> Save absolute paths=No

Qgis version 1.3.0 Mimas, for Mac OS X 10.6, downloaded from http://www.kyngchaos.com/

I have done Save Project As... with Save absolute paths=No, meaning Save relative paths=Yes, several dozen times, but EVERY time when Qgis restarts with these relative paths in the project file, then it is unable to find ANY of the layers.

When I set Qgis -> File -> Project Properties... -> General -> Save absolute paths=Yes, Save Project As..., quit Qgis, and then restart Qgis with the project file that has absolute paths, then all layers start up fine, all of the time.

The paths are saved relative to what directory?
Is failure to start up from a project file that has relative paths a known issue with Qgis 1.3.0?
If yes, does Qgis 1.4.0 eliminate this failure to start up from a project saved with relative paths?
