There are lots of places to look for freely available GIS data. One of 
the popular one's is Open Streetmap: http://www.openstreetmap.org/
OSM data are not shapefiles, but QGIS can read them.

Another source for small scale maps (size of a whole country or 
continent) is:
http://www.naturalearthdata.com/
Their layers *are* shapefiles.
