The GRASS module v.distance should do what you want (available in QGIS's
GRASS toolbox). You'll probably also need the v.db.addcol module to
prepare relevant columns in the first point vector's attrib table for
the feature_id, x, y, dist, etc. of the nearest features in the second
vector.
