The ERDAS free (gratis) SDK *is* read only. If you want to read and
write ecws you need a commercial license.

I tested the procedure with the 4.1 sdk many times, especially at
training courses. The SDK unfortunately is not redistributable
(regardless the name of the folder where the dlls are copied), so it
cannot be shared freely. You must download it from the ERDAS site.
