[Qgis-user] Vector/Raster Projection Problem

I'm trying to derive an elevation contour map for the state of Oregon, USA, from a mosaicked GMTED (http://eros.usgs.gov/#/Find_Data/Products_and_Data_Available/GMTED2010) GeoTiff raster layer.  The Layer Spatial Reference System is +proj=longlat +datum=WGS84 +no_defs and the extent of the original source projection is -150.0001388888888982,29.9998611111111160 : -90.0001388888888982,69.9998611111111160.

I want to superimpose this (suitably clipped) on vector layers available from the Oregon Geospatial Data Library (http://cms.oregon.gov/DAS/EISPD/GEO/Pages/alphalist.aspx).  For simplicity, I am using a relatively uncomplicated shapefile of county outlines. From the layer metadata:

Extents: In layer spatial reference system units : xMin,yMin 223719.25,85680 : xMax,yMax 2344026.00,1670334.12
Layer Spatial Reference System: +proj=lcc +lat_1=43 +lat_2=45.5 +lat_0=0 +lon_0=-120.5 +x_0=399999.9999984001 +y_0=0 +ellps=GRS80 +towgs84=0,0,0,0,0,0,0 +units=ft +no_defs.

I've tried opening them with "enable on the fly projection" selected or not selected, and have reprojected the counties layer to WGS84 using the "save as" dialogue, but they won't superimpose.  I've also tried other projections, such as NAD83: Oregon Lamber (feet) (EPSG 2992). Regardless, the counties layer always displays below (south) of the raster layer in the map window.

Can someone help me figure out how to get these layers to superimpose in a geographically appropriate manner?
