Gerhardus,
1. In http://hub.qgis.org/projects/quantum-gis/wiki/Download
scroll down to Ubuntu then Ubuntu: With updated dependencies¶
and use the ubuntugis-unstable repositories. Unselect the ones you
have to avoid duplicity.
This is what I use and works fine

2. Not sure I understand your problem with the Plugin Installer, but
