Well, you are right, research and education is the focus. Ra&D tends to 
help in the development of practical approaches, thus it makes sense to 
have presentations that exhibits innovation involving research 
activities and local authorities so as to solve and support novel tasks 
and processes.

Workshops hold an educational component which reinforce the education 
side of the symposium, thus does it makes sense to have one or more QGIS 
workshop. You're welcome to submit a proposal in order to participate in 
the reviewing process.

It makes even more sense to have presentations or workshops that exhibit 
real use of open source software within teaching programs, at all levels 
of education.
