Hi!
The equivalent for model builder will be the model builder of SEXTANTE
which is available as an EXPERIMENTAL(!!) plugin right now (Depending on
the version of QGIS you have you probably have to add a plugin repository).
It already works quite well but don't expect it to be rockstable right
now as it is a very young project for QGIS.

For CVS I see you already got the answer with using the delimited text
layer plugin ..
