hi jurgen, when this problem occurs, i do as you said. 
all packages needed for setup are downloaded but installation doesn't end
properly because it misses curl package.
so i copy manually curl package from another installation into the right
directory (for example
C:\OSGeo4W\Setup\http%3a%2f%2fdownload.osgeo.org%2fosgeo4w\release\curl) and
i launch "install from local directory".

and so it goes...
