The full log shows some mkdir problem. (I think I've seen it mentioned
on this list before.)

2013/03/03 18:44:41 running: cmd.exe /c C:\OSGeo4W\etc\postinstall\qgis-dev.bat
C:\OSGeo4W>textreplace -std -t bin\qgis-dev.bat
C:\OSGeo4W>textreplace -std -t bin\qgis-dev-browser.bat
"mkdir" kann syntaktisch an dieser Stelle nicht verarbeitet werden.
C:\OSGeo4W>if not ==0 mkdir "C:\ProgramData\Microsoft\Windows\Start
Menu\Programs/OSGeo4W"
2013/03/03 18:44:42 abnormal exit: exit code=255
2013/03/03 18:45:12 note: Installation abgeschlossen
2013/03/03 18:45:12 Ending cygwin install

That could be one explanation. I had a 1.9.0-1xx version installed
before. There might not have been a desktop shortcut but it was
definitely available through the start menu.

Best wishes,
Anita
