This may be an old issue more to do with how Google serves up the
images than QGIS. I can't remember the exact details but Google images
only work at certain zoom levels for me. I load a google image layer
and then set the zoom level to whatever it was I stumbled across that
works then only zoom using the mouse wheel.
I did ask about it a few years ago, the answer is probably in the archives.

I needed to be able to zoom in to more specific areas so I was saving
images and loading those for "unsupported" (by google) zoom levels.
