[Qgis-user] Customising QGIS DuFour install - Windows

Hi Johanna,
  In Settings -> Options, under the "General" tab you can set the
application font, including size. This seems to carry over to Composer, or
does for me at least.

The second point sounds like a bug - I'd suggest reporting it to the bug
tracker with examples.
