I believe that OpenLayers is included by default in 2.4. Make sure that all
of the dependencies are met otherwise you will get an error message that
there is no OpenLayers Plugin.

QGIS is crashing when attempting to use the OpenStreetMap in OpenLayers.
Guess reading the crash report is next step.
