Thank you for your suggestion.  I've tried the bleeding edge version of
qgis and found that it dramatically boosted rendering performance.  That it
also allowed me to continue using the interface while rendering was also
helpful.

So, I'm happy to report that using qgis to render 14 million points is
practical.  (Though some of the plugins are very unhappy with that much
data, alas.)
