My suggestion would be to try using the buffer tool in vector/geoprocessingtools.
This automatically creates  buffers around your discharge point at set distances. You could then use these to select areas within those radii and assign attributes?

Ok the title is a little odd...
But
let's say I have a postgis feature layer in editing session with qgis.
This layer is for example the discharging point of a waste water treatment plant.
The waste water treatment plants data and geometries are on a second postgis layer.
I would like to enter the data relative to the discharge point and make some fields that are drop down list of attributes taken from the WWTP (the other layer - plants) using a proximity criterion?

Is it possible using table mask in Qgis?
