[Qgis-user] scale not working in Qgis

Howdy,

I assume you can zoom out (using the mouse wheel or any
other zoom method) and the scale changes??

When I open a SHP file the map stays at whatever scale
it was already in.  So until you change it it may stay
at 1:14, which is an extreme zoom-in level.
