Hi,
Don´t know this function, but have you tried the pluging ‘Coordinate Capture’. It is great.
Or look at the blog http://www.qgistutorials.com/en/docs/advanced_georeferencing.html

Emne: [Qgis-user] Obtaining cs2cs command line tool

Uninstalling QGIS 2.2 (Valmeira), and using the OSGeo4W installer to install QGIS 2.12, QGIS 2.13, and QGIS 2.8.5, and using one of those versions, enabled me to successfully use the cs2cs command line tool. Thanks very much for the prompt and helpful replies I received about this matter.
