The import feature is not a DBManager plugin feature.
It's a core feature (implemented within the providers PG, SL, OGR) and used
in the Browser view/panel as well.

BTW, all the shapefile field names are converted to lower case during
import (or at least that's the expected behaviour [1]).
If it doesn't work, it's a bug. So please, file a ticket.
