[Qgis-user] QGIS Server

I'm trying to get the server running on a ubuntu machine. Apache2 works
fine, but when following the steps to configure the QGIS Server [1] apache
complains "The apache2 configtest failed."
The error is Invalid command FcgidIOTimeout.

It appears that libapache2-mod-fcgid isn't installed, but I verified that
version 1:2.3.9-1, is installed. It also the only apache2-mod installed.

Any suggestions on how to troubleshoot this problem?
