[Qgis-user] Snapping not working properly

I posted back in March and have lived with this but trying again to 
resolve now: Snapping is quite broken in my  QGIS  2.18.6 on Linux Mint 18.1

Snapping doesn't seem to be taking any notice of the settings in the 
dialogue box:

It is only snapping to one layer - even if this is is set to "0 map 
units" and is not selected as a snapping layer.  It seems to work ok for 
a while then goes awry, but not certain of this.

It doesn't matter what the settings are: any layer,any distance it still 
snaps to one layer (Ordnance Survey VectorMapLocal from emapsite, if 
that makes any difference? May be others, not sure yet.)

All layers on EPSG 27700. I've restarted the project, chosen other 
settings etc.

Any ideas.
