In relation to styling and speed, it depends on:

  *    the complexity of the rules
  *   Indexing the fields you are using for styling.

As to comparison between Rule based and Categorising, they would both be pretty much the same, I often utilise categorising to initially style a layer, and then change it to a Rule Based, for fine tuning.
They are basically the same thing, but rule based offers you a little more control. Again, the complexity of the style and how well you have indexed your database makes a difference.

Postgis-Layer with attribute "size". Attribute values of "size" are "small", "middle", "big".
In categorized I would categorize by "size". In rule-based I would write 3 entries like "size" = 'small'.
