[Qgis-user] Where is georeferencer plugin in QGIS 3 ?

Hi, 

It is a core plugin. You can enable/disable it in menu "Plugins" -->
"Manage and Install Plugins" --> "Installed". 

Once enabled, you find it in menu "Raster" --> "Georeferencer" -->
"Georeferencer".
