Actually it's super-simple, in both 2.x and 3.0.

- select the item
- scroll to the "Rendering" section in Item Properties
- click the data defined button to the right of "Exclude item from
exports", hit "edit", and enter an expression to control whether the
item is hidden from that page, e.g. "@layout_page = 1"
