OK, what realy fixed the issue of disabled python support in my qgis server was the additional(!) installation of the corresponding qgis package from the OSGeo4W installer. (As stated inconspicuously in the docs https://docs.qgis.org/3.16/en/docs/server_manual/getting_started.html#installation-on-windows)

Although I would have sworen I ticked that package also this time, I obviousely didn't.
