[Qgis-user] Unable to install Scipy Point Clustering Plugin

Hi,
You should be able to find it in the normal QGIS plugin repository.  No need to point it elsewhere.  If not, you will find it here.

https://plugins.qgis.org/plugins/user/spatialvision/admin

Just downloaded it and save it in your plugin directory.
