Well, I don't know about the rest of the people using QGIS, but sifting through commits and pull requests to try to figure out what has and hasn't been fixed isn't what is expected.  Other software lists specific fixes and known problems in a notice about each release.

You can do a compare between 3.18 and 3.18.1 to see the latest commits

Where would a person find the change logs for point releases?

At GitHub ( https://github.com/qgis/QGIS/releases ) all it does it point to a general version change log (for either 3.18 or 3.16) and that log doesn't specify what has happened between point releases.

What was fixed and what KNOW problems still aren't fixed? . . .  Things to know.
