While most users only download either QGIS latest or LTR, the developers actually work on three versions at a time (aka, branches):
- master: targets the next version to release (3.26). 
- release-3_24: for bugfixes in QGIS 3.24
- release-3_22: for bugfixes in QGIS 3.22 LTR

New changes are first proposed in master and if they are proven to fix a bug affecting older releases, they are also proposed to their branches. And the qgis-bot is there to do that copy (hence all the "fix" messages) and let the devs spend their time on another new cool feature or bug fix, or with their family and friends. If everything seems good, the changes are then merged by the devs in the corresponding version sources.

Yes and no. It depends. QGIS has a release schedule (https://qgis.org/en/site/getinvolved/development/roadmap.html#qgis-release-schedule) so fix of this issue in 3.22/3.24 will be available to "common" users at the due date (looking at the time it has been merged, I'm not sure the fix is in the yesterday release, so now it'd be mid may).

However, the fix is there, in the development branches for master, 3.22 and 3.24, and available if you wanna (early) use it. These are regularly published and called weekly or nightly (see below the schedule URL for instructions on how to get and use them). Nightlies are also a good way to help testing QGIS and avoid bugs getting in regular releases.
