I just did a quick search on the QGIS Plugins and only found these two:
KoALA_Nx <https://github.com/ansup0402/KoALA_Nx>
GeoMove <https://cartolab.udc.es/geomove/>

If this was something you were looking to develop, you could approach USGS
to provide it for QGIS.
