What version of python-qt4 are you running?<BR>
Qgis from ppa.launchpad is compiled against python-qt4 from the ubuntu repositories (4.3.x). If you have a later version of python-qt4, i.e. 4.4.x. then you will get issues similar to those you describe.<BR>

I observed some issues:
* The documentation () was not installed
* The plug-in manager only allows to use native QGIS plugins:
- only plugins from /usr/lib/qgis can be selected in the plugin-manager
- I cannot add new repositories, the menu item is not there.
- I cannot use plugins from ~/.qgis/python/plugins installed as
described in <A HREF="http://www.geog.uvic.ca/spar/carson/installplugins.html">http://www.geog.uvic.ca/spar/carson/installplugins.html</A>
below. The are just not present in the plugin-manager for activation.
