<br>I can not find this plugin in the plugin installer inside qgis.<br><br>I found a link to a zip file here: <a href="http://pyqgis.org/manager/python_plugin/list">http://pyqgis.org/manager/python_plugin/list</a> - except that the domain it points to seems to have succumbed to web-rot.<br>
