<div>At the bottom of the Layers window, there is a "Control rendering order" checkbox. If that box is checked, then it behaves as expected. If not, well, it doesn't (you'll need to look at the Layer Order window.) Perhaps the issue is that the checkbox is not checked (turned off) by default. Probably it should be checked by default.</div>

</div>It has happened to me once or twice but I assumed it was wild clicking<br>
on the wrong thing by myself rather than a particular bug. If you<br>
think it is a bug, try to find a way to reproduce it so we can try to<br>
fix it.<br>
