There is a GRASS command, v.external, that allows you *read only*
access to shapefiles outside of GRASS. But normally you'll want to
import all the layers you want to work with into GRASS. It has it's
own vector data structure, and all the tools need to have vectors in
that structure in order to work.<br>

Most are available in the GUI. Those that are not, (or modules that
are available in the GUI but lack some of the command line options)
you can run from the GRASS Shell in the Toolbox module list.<br>
