If you want to export your map to pdf or svg you should use new-style labelling (the Icon with the letters “ABC” on the toolbar), otherwise export fails. I would like to have the highway number inside a shield (like signs on the road). I'm not sure how to do this and my searches on the web haven't been fruitful.
