Try turning on "Enable on the fly CRS Transformation' <br>

If that doesn't work....<br>

Try defining your Uploaded Delimited text file as WGS 84 (EPSG 4326)

If that doesn't work.....<br>
<br>
Check your file to make sure your Longitude is negative and Latitude
is positive.<br>
<br>
If that doesn't work.....<br>
<br>
Add your text file then your vector file (check the projection on
your vector file) and make sure On the fly CRS is enabled. <br>
<br>
Hopefully that helps some. <br>
