I have noticed this problem too. In my case, it was southern Texas
(and have seen it SW Colorado). I assumed it was due to limitations
in an API. I could go down to 1:2001 but not do 1:2000.<br>

<p>This sounds like you have a plugin installed/enabled that
forces QGIS into certain zoom levels. I think it is the "Tile
Map Scale Plugin" or something similar. Disable this plugin and
try again.</p>
