I think one option might be to put the data on something like
geoserver, and utilise the geometry extent for each land parcel as a
link to the web server from Access.<br>
<br>
So you will have a link in your access database to the web service
something like:<br>

The coordinates shown above, in<b> BOLD</b>, would be the bottom
left and top right extents of the land parcel.<br>
The reason I suggest this, is that creating a link to a project in
Quantum is easy, the additional zoom to the land parcel requirement
is a little more difficult to do.<br>
It is one option!!<br>
