I not sure if this is what you want, but in QGIS 2.14 you can set
all of these using the Layer properties under Labels, it was in
previous versions also.<br>
I have used this previously to set label locations & rotation
under Placement.<br>
I noticed also that you can also specify Shadows, Scale Based
Viability, Backgrounds etc.<br>

In relation to placement and rotation, You create the fields for X,
Y & Rotation, leaving them blank. Select layer properties and
set the relevant fields from the drop down. Go back to the canvas,
and while in edit mode use the label move and rotate options. once
happy with everything, you can save it.<br>
If you look at your table now, you will see that the X, Y &
Rotation fields have been populated where you changed them.<br>

It's not clear from the documentation how one would say set a color,
or transparency, shadow etc.
Could someone share some code examples ?
