<p dir="ltr">Interesting, I would look if you could clean the Path windows variable. There may be stuff in there you don't need. Looks like it's limited to 1024 characters... never seen that. I will look at my path later today.<br>

<br />just a small clue I found out, in a file named setup.log.full in the following folder C:\OSGeo4W64\var\log I found this row:
<br />2016/06/27 13:08:10 error: Environment variable 'PATH' length exceeds 1024; running with %WINDIR%\system32;%WINDIR%;%WINDIR%\wbem
<br /><br />I don't know if would help, maybe it is important.
