<p>The WFS works fine for me. Tested on QGIS 2.16 on Windows. Tested by loading layer "gemeinde_rlp".</p>

<p>Note that from the URL you provided I only used the part up to the question mark (?) - not sure how sensitive QGIS is about URLs ...</p>
