start and instead gave the same error about missing .dll's even though they were present. I think I had a problem similar to this several qgis versions ago but it was then resolved, now the issue seems to be back.<o:p></o:p></span></p>

You could try the OSGEO4W installer. It lets you choose the root <br>
directory where everything is installed to.<br>
<br>
Or have a look at \QGIS 2.18\bin\qgis.bat and o4w_env.bat. The variable <br>
OSGEO4W_ROOT might be set wrongly. You get it when you type set inside <br>
the OSGEO4W Shell. Override the definition if necessary.<br>
